I’ve been making tutus for almost five years, and I enjoy simple and quick projects that don’t require the use of a sewing machine. The length of your tutu skirt is entirely up to you; there is no right or wrong length.
For the tutu skirt, you’ll need 2 to 6 25-yard long rolls of 6-inch wide tulle; it’s a good idea to buy more tulle than you’ll need. Most tutu skirts are solid colored, but feel free to mix colors.
I folded a rectangle 59 inches long and 12 inches wide after cutting 118 x 24 inches in half lengthwise and folding in half widthwise.
You can use a ribbon instead of elastic for the waistband, but I prefer elastic because it makes it easier for the child to put on the skirt without assistance.
Fold one tulle strip in half, then pull the two ends together to form a loop; repeat with the remaining tulle strips until you have enough elastic for all of your tulle-wrapped tulle trainees.

How many layers should a tulle skirt have?
